Read this on Laughing Place, always best if you plan sit-down dining at a DL Resort restaurant to confirm this before you arrive at the door: New policy is that you need to make priority seating arrangements at the sit-down restaurants of Disneyland. If you walk up and ask the hostess/host to be seated with your party and you do not already have priority seating you will be turned away unless the restaurant isn't full or unless a priority seating party is a no-show. Laughing Place people heard this from Kevin Yee's column at MiceAge.com. Would apply to such restaurants as Blue Bayou. You Disneyland fans are there, I am not, all I know is what I see on the Internet (which may or may not always be factual) so check out Laughing Place's Disneyland discussion boards or MiceAge.com or simply call ahead to Disneyland to verify. You can make PS's 30-days out.

Disney's left hand may not be talking to Disney's right hand. Folks at the reservations desk seem to think these restaurants are 100% reservations only, while the restaurant folks themselves have replied that walk-ups are still possible. Perhaps they are only radically adjusting the mix of reservations vs. walk-ups? We will post more on this story once details are determined.
I have my doubts about the efficacy of this trial program for infrequent visitors and tourists. Will they know to call ahead? Locals certainly will. Won’t these restaurants fill with locals? Remember that up to half of all visitors at Disneyland these days are Annual Passholders, in contrast to Florida’s visitor mix. In Florida, the PS system also works because there are so many table-service restaurants - the system never reaches saturation.
Additionally, PS reservations are not normal reservations. Your table isn’t being held precisely for the scheduled moment under the PS system. You could show up for your PS and still wait a half hour, unlike a normal reservation. Surely this will cause friction as well.

Two Disneyland Resort restaurants are testing a new reservation policy, and locals need to learn the new ropes. In the past, the Blue Bayou in Disneyland's New Orleans Square and Goofy's Kitchen at the Disneyland Hotel accepted Priority Seating reservations for about half of their total capacity, leaving the remaining slots for stand-by visitors. Now these restaurants are opening 100 percent of their table inventoryto Priority Seating, and those without a reservation may be turned away. Storytellers Cafe at the Grand Californian Hotel is not currently participating in this test, as had been rumored elsewhere.
The move is good news for the restaurants, but it means visitors should plan ahead if they want to dine at these two locations. The days of popping into Disneyland for a spontaneous Saturday lunch at the Blue Bayou may be history. But don't panic. As Walt Disney World regulars know, it is often possible to make same-day reservations, and walk-ups will be accepted to fill any open slots or to cover cancellations. “We're not going to turn people away if there are open seats,” said a dining hostess. “That would be silly. We're just trying to allow more people to finalize their plans in advance of their trip.”
